All data from R. Tibbetts. Binger was college educated at IrvingCollege, Baltimore, MD. He was the first school teacher in theCoquille Valley. He studied Law in the Law Offices of Judge (laterGovernor) Stephen F. Chadwick. In 1866 he was elected to theLegislature of Douglas Co., and later
admitted to the Bar of the Supreme Court of Oregon. In 1868 he waselected State Senator from Douglas/Coos and Curry Counties(represented all 3 Counties at th same time). In 1884 he was electedto the U.S. Congress as sole Representative of Oregon. He also wasDeputy Collector of the IRS for South Oregon.
Under President Grant he was Administrator of the Federal Land Office,Roseburg, and under Presidents McKinley, and T. R. Roosevelt wasCommissioner of the General Land Office.
In 1875 he established the Mercantile House of S. Coquille at MyrtlePont, and acquired the Coquille City Steam sawmills, and for yearsprocessed and shipped Port Orford Cedar lumber to San Francisco byschooner.
