Two-Term Mayor Fugazzi Dies at 75
Former two-term Lexington Mayor Fred E. Fugazzi died Thursday at GoodSamaritan Hospital. He was 75.
Mr. Fugazzi was mayor from 1952 to 1956 and from 1964 to 1968. He alsowas a member of the old Lexington city commission from 1950 to 1951and from 1968 to 1969.
Contemporaries said his most lasting contribution to Lexington cameduring his second term as mayor, when he started a project to getrailroad tracks removed from the downtown area. The removal of theChesapeake & Ohio and Louisville & Nashville railroad tracks from thecenter of the city cleared the way for urban renewal on Vine Street.
At the time, the project was the only railroad relocation effort tiedto an urban renewal program in the country.
He also was instrumental in carrying out the city payroll tax, whichfinanced such projects as the Woodland Park swimming pool, and in thedevelopment of the city park system.
"He was a fine person....He was an excellent mayor," said formerLexington Mayor Shelby Kinkead, who served as a city commissionerduring Mr. Fugazzi's first term as mayor.
"One of his outstanding achievements --something I was unable to do --he got the railroad tracks out of downtown Lexington." Mr. Fugazzialso was a "great salesman," Kinkead said.
"He sold the people of the community on...the payroll tax, which wasextremely unpopular, but he sold it...We had to have the money and wegot it without too much disturbance," said Kinkead, who was mayor fora term in the 1950s.
"He deserves a lot of credit for leadership in negotiating to getthose railroad tracks removed," said funeral director John Kerr, alsoa former city commissioner. "He took that on when others thought itwas impossible. He led the effort, and he gained the cooperation ofthe Chesapeake & Ohio Railroad. That led to all that downtowndevelopment. Development could never have started without the removalof those tracks...It just opened up the whole city. I really admiredthe man. He did a lot for this city."
Mr. Fugazzi was elected to his first term as mayor in 1951 afterserving as a city commissioner and mayor protem under the late ThomasMooney.
During Mr. Fugazzi's first term, a local government committee did astudy of Lexington's needs and problems. The committee's report led toannexation ordinances and won the city commissioners the praise ofmany civic organization. In addition to carrying out the trackremoval project and the payroll tax during his second term, he pushedfor building a dam in the Red River Gorge. He said Lexington's futurewater supply depended on the project.
"I believe in conservation, but think that conservation of water forfuture needs is paramount to any other consideration," he said at thetime. Mr. Fugazzi thought Lexington would not survive a drought likethe one it experienced in 1930.
He also urged that Lexington's only back police Sergeant at the time,James Perkins, be promoted to lieutenant. And he opposed raises forthe mayor and city commissioners. "In the city manager form ofgovernment, the city manager should be reimbursed fully -- which he ishere -- and the others (mayor and commissioners) should be promptedbasically by civic responsibility," he said of proposed pay raises in1966. But an ordinance increasing the salaries was passed, and themayor's pay was raised from $3,000 to $7,200.
Mr. Fugazzi also was president of the Kentucky Municipal League during1966, and in 1967 was on the advisory board of the United StatesConference of Mayors. Mr. Fugazzi, a Lexington native, received adegree in economics from the University of Kentucky in 1937. He workedwith Corn Products Refining Co. and was a government economist withthe office of Price Administration. He was a lieutenant in the NavySupply Corps during World War II. While in the Navy, he attended theHarvard University Graduate School of Business Administration. Laterhe was a longtime member of the Advisory Council on Naval Affairs.After the was he operated Paymaster Loans Inc. for 37 years at 117Cheapside. He was a former president of the Kentucky Consumer FinanceAssociation. From 1955 through 1983 he owned and operated Mid-StateDistributing Co. He was a member of the Cathedral of Christ the King,and had served as grand knight of the Blue Grass Council of theKnights of Columbus as a Knights of Columbus state deputy. He had beena member of the local Chamber of Commerce, American Legion, KiwanisClub and Lexington Country Club.
Surviving are his wife, Elizabeth Nunn Fugazzi; a son, Fred E. "Bo"Fugazzi Jr. of Lexington; two daughters, Elizabeth Bruce Fugazzi ofMinneapolis, and Joyce Toth of Lexington; two sisters; and threegrandchildren.
Services will be at 11 A.M. Tuesday at the Cathedral of Christ theKing. Visitation will be from 3 to 5 P.M. and from 7 to 9 P.M. Mondayat Kerr Brothers Funeral Home.
